I have an iPad 3 that I’ve tried three different charging ports on, and 1 new battery. It will not charge with at least 5 different wall adapters of varying output, but every time I plug it into a computer, it recognizes and starts charging, albeit very slowly. This has to be some sort of power IC chip issue, right? I can’t figure it out.

Yes there are USB charging IC’s and there is a signature failure on those devices that it “fake charges”. This can be fixed with a Microsoldering technician with the proper parts.
